Town Board Minutes June 4, 2008

Present: Supervisor William A. Eagan, Councilmen James E. Pluta and Richard K. Hawkins and Councilwoman Cathleen M. Dobson.

Excused: Councilwoman Maghran

Also Present: Highway Superintendent Telaak, Town Attorney Downey and Code Enforcement Officer Ferguson.

A motion was made by Supervisor Eagan and was seconded by Councilman Hawkins to refer the Site Plan Review application from Brian Leonard of Professional Tree Cutting & Landscaping LLC at 8032 Boston State Road to the Planning Board for review and recommendation.

four (4) Ayes Carried

Supervisor Eagan stated he received a request from Recreation Director Vara stating that he would like to adjust the position of one of his counselors to include Life Guard due to her training and qualifications.

A motion was made by Supervisor Eagan and was seconded by Councilman Hawkins to adjust the rate of pay for Summer Recreation employee Larissa Dobson from $7.25 to $8.00 per hour.

A motion was made by Supervisor Eagan and was seconded by Councilwoman Dobson to approve the minutes of 5/21/08.

A motion was made by Councilman Pluta and was seconded by Councilman Hawkins, upon review by the Town Board, that fund bills on the Abstract dated May 15, 2008 in the amount of $90,508.10 be paid.

Received and filed a resolution from the Town of Holland in regards to Northeast Ohio Service Organization (NEOSO).

A motion was made by Supervisor Eagan and was seconded by Councilwoman Dobson to direct Town Attorney Downey to prepare a resolution similar to the Town of Holland Resolution supporting the revision to General Municipal Law 239-n.

four (4) Ayes Carried

Received and filed a resolution from the Town of West Seneca in regards to fair and equitable assessment practices for condominiums.

A motion was made by Supervisor Eagan and was seconded by Councilman Pluta to direct Town Attorney Downey to prepare a resolution similar to the Town of West Seneca Resolution supporting fair and equitable assessment practices on Condominiums.

Frank Rosiek, 6900 Boston Cross Road asked permission for his neighbor to bulldoze the dirt at the 6892 Boston Cross demolition site.

Town Attorney Downey stated that there are liability concerns. If this person can provide a certificate of insurance the town could authorize that work to be done.

Councilman Pluta stated that he would address that concern under his report.

A motion was made by Supervisor Eagan and was seconded by Councilman Hawkins to approve the Use of Facility Application for Three Girls Café on 7/14/08.

A motion was made by Supervisor Eagan and was seconded by Councilman Hawkins to refer Richard Skinner?s request for appointment to the Planning Board for review and recommendation.

RESOLUTION 2008-06 TO ESTABLISH A FUNDING MECHANISM FOR THE CONSTRUCTION OF THE TOWN OF BOSTON WATER DISTRICT NO. 2, EXTENSION NO. 2

RESOLUTION 2008-07 TO ESTABLISH A FUNDING MECHANISM FOR THE CONSTRUCTION OF THE TOWN OF BOSTON EAST HILL WATER DISTRICT NO. 3 INCREASE IN FACILITIES

A motion was made by Supervisor Eagan and was seconded by Councilwoman Dobson to table the request from Lisa Dellamore asking that Smolinski Drive be renamed to Douglas Drive.

four (4) Ayes Carried

Supervisor Eagan asked Highway Superintendent Telaak if he could level off the stone on the Bocce court and fix the uneven walkway.

Highway Superintendent Telaak reported that the Highway Superintendent School in Ithaca for was very informative.

A motion was made by Councilman Pluta and was seconded by Supervisor Eagan to authorize Double D Services to level the dirt fill at 6892 Boston Cross Road provided the appropriate insurance certificates are submitted and that it is stated in writing that services are being provided without cost to the Town of Boston.

A motion was made by Councilman Pluta and was seconded by Supervisor Eagan to instruct Highway Superintendent Telaak to draw up the required New York State bid specifications for three trucks needed in the Highway Department and submit them to the Town Board for consideration after which the Town Clerk will seek bids.

Councilman Pluta stated that he would be meeting with the Boston Senior Groups and County Officials to discuss proceeding with the Senior Exercise program.

Councilwoman Dobson met with Highway and Parks employees to discuss the construction of the new playground. She stated that volunteers are still needed.

Councilman Hawkins stated tree removal in 18-mile creek should resume in a couple weeks.

Councilman Hawkins reminded Highway Superintendent Telaak about the gate installation at the Boston Cross Road Park.

Received notification that the Boston Planning Board?s summer meetings are scheduled for Tuesday, July 22, 2008 and Tuesday, August 26, 2008.

A motion was made by Supervisor Eagan and seconded by Councilman Hawkins to adjourn the meeting at 7:55 p.m.
